  • Assistance to the conclusion of the Land Plot Lease Contract for the period of design and construction.
  • Tender and conclusion of contracts for master design, surveys, special sections, etc.;
  • Surveys and measurements of existing on the site and surrounding structures (if available and necessary);
  • Evaluation of area of influence;
  • Works on optimization and reduction of the Sanitary Protection Zone (if necessary);
  • Survey of the status of external networks and existing engineering limits;
  • Engineering and geological research, environmental engineering survey
  • Development and coordination of Architectural and Urban Planning Solution with the Customer and with the Moscow City Architecture Committee;
  • Obtaining (extension) and optimization of technical specifications, including temporary utility lines for the period of construction;
  • Collection of all necessary initial data to start the design (Technical Inventory Bureau, surrounding buildings, transport schemes, etc.));
  • Development and coordination of the transport scheme and the Regulations for organization of road traffic for the period of construction and operation;
  • Organization of the design process and coordination of all sections of the Project's stages in the prescribed manner;
  • Obtaining a positive opinion from a State or Non-State Expert Appraisal Board;
  • Registration, extension, adjustment of construction permits;
  • Organization of the design process and coordination of sections of the Detailed Design Documentation in the prescribed manner;
  • Optimization of design solutions offered by designers to reduce the time, construction budget and reduce costs at the operation stage;
  • Project certification (LEED, BREEAM, etc.) at the Customer's request.
  • Preparation and conduct of a tender for the selection of a general contractor / specialized contractors, conclusion of general contractor agreements / contracts with specialized contractors;
  • The conclusion of contracts of CAR/EAR insurance;
  • The organization of the provision of bank guarantees by contractors;
  • Transfer of initial permits, approved permits, as well as other necessary documentation (engineering opinions) to the General Contractor;
  • Coordination and control of performance of work by contractors;
  • Preparation of contracts for utility connection of facilities to electrical networks;
  • The organization of an independent appraisal of the liquidated real estate units and utility lines (if necessary);
  • Organization of registration of legal and financial relations with the owners of buildings and structures to be demolished or relocated;
  • Preparation of loss indemnity agreements: heat networks of the Moscow United Energy Company, Moscow Heat Company; Mostelecom; telephony by Moscow city telephone network, Moscow United Power Grid Company (MOESK), United Electricity Company, etc.;
  • Monitoring of the surrounding buildings;
  • Providing architectural supervision (conclusion of contracts for architectural supervision with the design contractor);
  • Obtaining permits from third-party organizations to conduct works near the facilities owned or operated by them;
  • Disconnection and dismantling of equipment and buildings on the construction site in accordance with the master plan as part of the Project documentation;
  • Transfer of the construction site to the General Contractor;
  • Control over the intended use of funds transferred under Contracts;
  • Signing (coordination) of Work Completion Statements, KS-forms, checking the compliance of scope and cost of the work invoiced for payment by the General Contractor or sending of the reasonable refusal;
  • Registration for payment of Work Completion Statements, KS-forms;
  • Maintenance of operational and statistical records of work performed;
  • Controlling the timing and results of the construction works, assisting the General Contractor and the Customer in the course of their work on any construction issues.
  • Layout of axes of the building and removal of utility lines at the construction site;
  • Obtaining geodetic datum (vertical surveying reference points);
  • Sending notice of the beginning of construction to the Moscow State Construction Supervision Committee;
  • Control over the storage and movement of soil;
  • Control over the maintenance of the construction site;
  • Control over the observance of health and safety and fire safety at the facility;
  • Control over the quality of materials used in construction, structures and equipment, availability of certificates;
  • Control over the compliance of construction and installation works, structures, materials and equipment with approved documentation, SNiP, SP, GOST, and other mandatory standards and technical specifications;
  • Control over the implementation of the work schedule;
  • Control over the maintenance of the work log and the architectural supervision log;
  • In the event of violations, issuing an order to suspend work, fixing date of elimination, making an appropriate entry in the work log;
  • Acceptance from the contractor of the performed construction and installation works;
  • Survey of the hidden works and carrying out intermediate acceptance of the critical structures with the signing of the acceptance certificate;
  • In case of preservation of the facility, transfer (under the certificate) the facility, unused materials and equipment to the developer;
  • Ensuring timely elimination of defects and deficiencies by the General contractor within the warranty period;
  • Organization of the work of the acceptance committee and conducting a final survey;
  • Preparation of a protocol on deficiencies (defects) revealed in the course of acceptance of the facility, organization of work to eliminate them;
  • Registration of the notice on the completion of the construction of the facility with the Moscow State Construction Supervision Committee;
  • Handover of the completed facility into operation;
  • Transfer to the operating company of the as-built documentation for the facility;
  • Organization of works on transfer of the facility to permanent connection to utility lines;
  • Selection and coordination with the Customer of the Operating company;
  • Technical inventory of premises with production of materials necessary for registration of property rights;
  • Registration of cadastral certificates for utility lines;
  • Registration of Certificates of Delineation of Balance Sheet Attribution and Operational Responsibilities for utility lines and systems;
  • Support (in case of Developer's decision) of the handover of utility lines to operation and/or to the balance sheet attribution of relevant, specialized organizations;
  • In case of non-elimination of revealed violations and/or delays, preparation of official claims for payment of penalties (fines);
  • Participation in courts (referees court, arbitration court) with contractors, preparation of necessary case materials;
  • Control over the preparation of a complete set of as-built documentation and other documents related to the activities of contractors;
  • Acceptance of completed construction projects;
  • Making a conclusion on the compliance of the completed construction facility;
  • Registration of permission for commissioning of the facility;
  • If necessary, measurements according to BOMA (Building Owners and Managers Association) standards
  • Registration of asset documents (notifications, OS-1 forms, certificates of acceptance and transfer, etc.);
  • Interaction with future asset holders, registration of contracts and agreements.
